The green Belgian license plates are garage plates. You see them quite often on sportcars due to the high taxes you need to pay if you put the car on normal Belgian plates. Car dealers have multiple plates they can use. Like in most contries the small stickers plates are not allowed. Due they were using it for a wedding they wanted to be sure they don't get a fine.
