@mtgt Here in the Netherlands you rarely see license plates that dirty. You will get fined for it here. You will even get a fine when the light to make your license plate clear in the dark is broken.

@JoepCarSpots There is a lot of liberty here in London and UK, It's the same as you in France, even the typeface in which the letters are written can be subject to an fine, or even the smallest personalization around the plate, or a bad placement at the front...
