So the owner seriously has "Shariah" on his plates but is driving a western car?! Stupidity at its best...

First of all it doesn't say 'Shariah' on the plate. It says 'Sharjah' which is the name of the emirate which is neighbouring to Dubai.
So there is nothing confusing about the plate.
