I don’t think that’s a temporary plate - it would have red characters if that were the case. More likely from the Channel Islands or the Middle East (as it is LHD). Some cars brought over switch to UK style plates to blend in

[@Miles A.] Thanks for the information. I think it's the Middle Eastern plate because the driver looked as if he was from the middle east
